The Grants Pass City Council took nearly two hours of testimony from citizens and developers before voting to stop the shovels and deny the proposed construction of the 50 unit Parkview Terrace apartment complex near Fruitdale and Park Plaza. Brought forth by the Housing Authority of Jackson County the project was designed to provide housing for lower income residents. The complex was originally approved by the City Planning Commission, then denied on appeal. The Council action last Wednesday upheld that denial. See and hear both sides on our PEG Player.
Two major concerns were shared by many Council and community members. The first was accessibility for emergency services vehicles, as the proposed complex was at the end of a dead end road and featured a narrow parking lot. Connectivity to adjoining roads was also a key issue with opponents.
Last weeks Council action may not be the end of the line for the project. The HAJC could appeal the Council decision to the State Land Use Board of Appeals, or LUBA.
